What is the Truck Replacement Program?

The Port Authority of New York and New Jersey is dedicated to improving operations at their facilities through environmental initiatives that protect our natural resources. One key initiative is the Truck Replacement Program (TRP) at the Port of New York and New Jersey, aimed at reducing diesel truck emissions by phasing out older trucks that serve our Marine Terminals. The program provides grant funding to qualified drayage truck owners to help them purchase newer, cleaner, and more fuel-efficient trucks. Our goal is to continue decreasing diesel emissions as cargo volumes increase. Eligible applicants may receive grant funding covering up to 50% of the replacement truck's cost, with a maximum of $25,000 available per truck (two trucks maximum per applicant). By replacing older trucks, both drivers and the communities near the Port benefit from the cleaner engines, improved fuel efficiency, and reduced maintenance needs of newer trucks.

How do I Qualify?

Independent Owner Operators or Licensed Motor Carriers must meet the following eligibility requirements:

  • Own a Class 8 diesel-fueled port drayage truck with a Gross Vehicle Weight Rating (GVWR) of 33,001 pounds or greater, equipped with an engine model from 1996 to 2003.
  • Demonstrate a record of making regular calls at Port Authority Marine Terminals (150 times or more in the last 12 months) before submitting an application.
  • Agree to scrap your old Class 8 diesel-fueled truck (model year 1996 to 2003) in exchange for a truck with a 2013 or newer engine model.
  • Agree to continue servicing Port Authority Marine Terminals with the new truck at least 150 times per year for five years after the delivery date.
  • Have valid vehicle registration and insurance for at least 12 months prior to application submission.
  • Hold the title for the qualifying truck, free and clear of all liens.
  • Be current on all tolls for any Port Authority bridge or tunnel crossings.

How do I Apply?

The Truck Replacement Program is currently accepting new applications. Please note that completing an application and submitting the required documentation does not guarantee grant funding. All completed applications will be considered on a first-come, first-served basis, with final approval reserved by the Port Authority.

Applicants must adhere to the following deadlines:

  • 10 business days to complete the application.
  • 45 business days to select the replacement truck and submit it to the program administrator for review and approval.
  • 30 business days to purchase and replace the qualifying truck after receiving program administrator approval for the replacement truck.
